Position Overview: Reporting to the General Manager of Engineering & Operations, the Manager, Operations is responsible for the safe and efficient delivery of a range of services related to water, sewer, civil construction, roads, drainage and electrical (street light) operations. Supported by a team of Supervisors, the Manager will provide leadership that ensures City infrastructure is well maintained through effective planning and maintenance and will coordinate with the Engineering department to prioritize the implementation of capital works projects. This position will work to build effective team relationships and a positive workplace environment while fostering strong relationships with internal and external stakeholders, interest groups, clients and residents.

Responsibilities: The Manager, Operations will oversee the activities and operations of the City's operations -asset related teams, including managing staff, responding to incidents, conducting investigations and providing recommendations. This position will plan, organize and manage the inspection, maintenance and repair of water, sanitary, storm, road and electrical infrastructure in compliance with regulatory requirements while developing initiatives to improve management of these assets. The Manager, Operations, provides technical advice for capital and construction projects led by the Engineering Department, develops and manages annual and five year budgets, and will serve as a key member of the City's Emergency Operations Centre. This position will prepare reports, cost estimates and other documents and will deliver presentations to, and answer enquiries from, Council, staff, stakeholders and media as required.

Basic Qualifications:

  • Two year technical diploma in Civil & Structural Engineering Technology
  • P.Eng.Designation or Applied Science Technologist designation or Limited License in Engineering is required
  • Desirable additional qualifications include any of the following: Fellowship of Risk Management; Environmental Operator Designation; Water Distribution Level 4; Sewer Collection Level 2; Provincial Water and Wastewater Legislation knowledge and training; Cross Connection Control Testers' Certificate; and Certified Public Works Supervisor (BCPWA)
  • Further training in municipal operations, project management, EOC, or business related areas is an asset
  • Minimum five years of progressive experience managing large teams in a unionized, municipal operations or engineering environment
  • Experience preparing and managing operating and capital budgets
  • Extensive experience writing reports and presenting findings, results, and recommendations to a variety of audiences
  • Class 5 BC Driver's License
