Position Overview                                                                               
The Manager, Solid Waste, Fleet & Shared Services supervises the activities and operations of the City's Solid Waste & Recycling and
Fleet staff and oversees the work of the Superintendent, Shared Services.  Key functional responsibilities include solid waste & recycling, corporate fleet, fleet maintenance, centralized maintenance management services and customer service.  This position will work to build
an effective and productive work environment while establishing positive relationships with internal and external stakeholders,
interest groups, clients and residents.
 
Responsibilities                                        
The Manager, Solid Waste, Fleet & Shared Services will oversee the in-house delivery of the City's solid waste & recycling collection services and will lead corporate waste management initiatives and solid waste & recycling program planning and regional coordination.  This position will develop the corporate fleet management program, lead fleet replacement purchases, and recommend alternatives, and ensure compliance with NCI and CVI requirements.  This position will also review and provide technical advice for capital and construction projects led by the Engineering department.  The Manager, Solid Waste, Fleet & Shared Services leads development and preparation of metrics, KPI's, SOPs, asset management systems, LOS standards, benchmarks, best practice programs and initiatives for all operations assets (includes water, sewer, roads, drainage, electrical, fleet) to ensure effective service delivery and improve customer service.  This position will prepare and present reports and other documents to Council and stakeholders and is responsible for management of related capital and operating budgets and the development of annual and five year budget plans.
 
Requirements

Basic Qualifications
  • Two year technical diploma in a related field such as engineering, business, procurement, risk management, or GIS and eligibility for registration with ASTTBC (AScT or CTech).
  • Further training in municipal operations, asset management, project management, fleet management or business related areas is an asset, as is Fellowship of Risk Management designation
  • Minimum five years of progressive experience managing large teams of staff within a unionized, municipal operations, fleet management or engineering field
  • Knowledge of applicable laws, NSC regulations and CVI Program
  • Experience preparing and managing operating and capital budgets
  • Extensive experience writing reports and presenting findings, results, and recommendations to a variety of audiences, including: City Council, residents, stakeholders, colleagues and staff
  • Class 5 BC Driver's License
