Superintendent of Operations (Full Time)

The Municipality of North Cowichan (population 30,000) is located in the beautiful Cowichan Valley on Vancouver Island, between Nanaimo and Victoria. Our communities of Chemainus, Crofton, Maple Bay, and the South End including University Village, are home to a multitude of artistic, cultural and outdoor recreational activities. We are looking for an experienced, innovative and people-focused Superintendent of Operations to oversee our Roads and Drainage Department. Reporting to the Director of Engineering & Operations, the ideal candidate will have considerable experience constructing and managing public infrastructure and leading and empowering teams in a unionized work environment. They will also have a proven track record of achieving positive health and safety outcomes, engaging staff, driving departmental performance, demonstrating responsiveness to the public and striving for continuous improvement in service delivery.

Core responsibilities for this position include but are not limited to:

  • Working with the Engineering Department, assisting in the program selection and construction management of roads and drainage annual capital projects, maintenance projects and routine work.
  • Preparing verbal and written reports, proposals and tenders; managing contracts and capital projects.
  • Maintaining the departmental health and safety program in alignment with the Municipal health and safety program.
  • Scheduling and management of the Municipality’s snow and ice program.
  • Responsible for the maintenance of signage and scheduling of related work.
  • Responsible for the management of solid waste collection (internal), organics collection (internal) and recycling collection (external contractor), including information collection, reporting and liaison.
  • Responsible for the maintenance of municipal wharves and overseeing the wharf operation contracts.
  • Responsible for the acquisition and maintenance of the municipal fleet consisting of heavy and light equipment, trucks, light duty pickups, cars and electric vehicles, including management of the municipal maintenance shop.

The successful candidate must possess a diploma in civil engineering technology or a civil engineering degree with a minimum of five (5) years’ experience in a municipal engineering and operations environment (equivalent combinations of technical training and experience may be considered); excellent financial management, project management, time management, organizational and computer skills; demonstrated fiscal responsibility in budget preparation and control; applied knowledge of roads and drainage design standards, WorkSafe BC requirements, employee and labour relations principles and human rights as they relate to workplace accommodations; and strong verbal, written and interpersonal communication skills.

Candidates being considered will be required to undergo a comprehensive evaluation of skills, qualifications and abilities. The successful candidate will be required to undergo a police information check and possess a valid Class 5 B.C. Driver's License (a satisfactory current driver's abstract will be required). The position may be physically demanding and the candidate must be able to successfully perform all duties associated with the position (a medical certificate attesting to suitability for this position may be required).
