A one hour webcast on specific areas of the Buy American provision of the ARRA that have generated frequent questions. Topics discussed will include compliance, documentation, de minimis, and international trade agreements. This webcast is open to all interested parties, including assistance recipients and contracts.

Tour of Seymour-Capilano Water Filtration Plant- For Young Professionals

The BCWWA Young Professionals Committee is hosting a tour of the Seymour-Capilano Water Filtration Plant in North Vancouver on September 22nd, 2010 at 1:30 pm.  This tour is open to all BCWWA members under the age of 35, or who have less than 10 years work experience in their field.  This is a no-cost event, but space is limited so you must register before September 15, 2010.

The Seymour-Capilano Water Filtration Plant is located at the Lower Seymour Conservation Reserve, at the north end of Lillooet Road in North Vancouver. The tour will commence at 1:30 pm so attendees
should arrive at least 15 minutes prior. There is not transit service to this location, but it is bike-accessible and parking is available at the LSCR visitor parking area.

The BC Government together with UVIC, UBC Okanagan, UNBC and MITACS (Mathematics of Information Technology and Complex Systems) are hosting a BC Water Symposium on August 30th to September 1st, 2010, in three locations concurrently across the province: Victoria, Kelowna, and Prince George.  The objectives of the symposium are to discuss emerging issues pertinent to water science, to develop new collaborative relationships, and to work together to build the foundations for a Water Science Strategy for BC.

Greater Moncton Sewerage Commission Receives First International NBP EMS Certification

The National Biosolids Partnership is pleased to recognize the Greater Moncton Sewerage Commission (GMSC) in Riverview, New Brunswick, CANADA as the 29th organization and first international organization to be certified and admitted to the Partnership's environmental management system (EMS) for biosolids program. The GMSC is one of 100 organizations participating in the NBP EMS program. The GMSC's achievement recognizes that the agency has been independently verified as having an effective biosolids environmental management system.The GMSC biosolids EMS independently verified on May 3 2010 by the audit firm, KEMA-Registered Quality, Inc. A celebration was held in New Brunswick on June 15 and included presentation of the NBP EMS certification plaque from WEF Executive Director to Moncton commissioner Ron LeBlanc.

Health Canada Guideline Technical Document on Enteric Viruses in Drinking Water — For Public Comment

Health Canada recently completed its review of the health risks associated with enteric viruses in drinking water. The Guideline Technical Document reviews and assesses identified health risks associated with enteric viruses in drinking water. It evaluates new studies and approaches and takes into consideration the methodological and interpretation limitations in available methods for the detection of viruses in drinking water. From this review, the guideline for enteric viruses in drinking water is proposed as a treatment goal of a minimum 4-log reduction of enteric viruses.

During its fall 2008 meeting, the Federal-Provincial-Territorial Committee on Drinking Water reviewed the proposed guideline for enteric viruses and gave approval for this guideline and Guideline Technical Document to undergo public consultations. These documents can be viewed by clicking here. Note that the consultation period is from February 26 to May 7, 2010.

This year, BC Hydro is combining its popular Power Smart Excellence Awards and the Power Smart Forum into one exciting event: the 2010 Power Smart Forum & Excellence Awards. The event takes place from October 25 – 27 at the Vancouver Convention Centre.

BC Hydro has just issued a call for nominations for the Workplace Conservation Leadership award, bchydro.com/awards, which recognizes an individual or team that has instilled an energy conservation ethic within their organization. It has also issued a call for speakers for the Forum, with a link to details and proposed speaking topics at

New Municipal Wastewater Systems Effluent Regulations

To BC Municipalities:

The Government of Canada has drafted the proposed municipal wastewater systems effluent regulations (click here to download the pdf). It is expected that this document will soon become legislation, at which time all municipalities in BC will be required to comply with these regulations.  It is hoped that this will be similar to the BC Municipal Sewage Regulation (MSR) to ensure that municipalities are not required to comply with two different standards.

The "draft regulation” linked above is now available for review and input. Once this regulation is gazetted stakeholders across Canada will have 60 days to provide comment. BCWWA will notify the wastewater community as soon as we hear that the Federal regulation has been gazetted. You are encouraged to review the document and respond to Environment Canada with your comments.  You may also copy BCWWA on your response or send your comments or suggestions to us at wweffluent@bcwwa.org. BCWWA will then collate and review your submissions and depending on the nature and level of concern, will either prepare an independent response or will forward the collated comments to Environment Canada as received. In either case, you will be copied on our response.

Water Act Modernization

Thank you to those who provided their input. Click here to download BCWWA's response to the Water Act Modernization Discussion Paper.

The BC Water Act is currently under review. The review is being facilitated by the BC Ministry of Environment, Water Stewardship Division. BCWWA has formed an ad hoc committee to prepare a response to the BC Water Act Modernization Discussion Paper which can be accessed through the Living Water Smart website (click here). The four Goals outlined for this review include:

1. Protect stream health and aquatic environments.
2. Improve water governance arrangements.
3. Introduce more flexibility and efficiency in the water allocation system.
4. Regulate groundwater extraction and use in priority areas and for large withdrawals.

BCWWA members wishing to provide input to the ad hoc committee may do so by sending an email to wateract@bcwwa.org by March 30, 2010.

Wastewater Systems Effluent Regulations - Public Consultation Draft

A draft of proposed municipal wastewater systems effluent regulations is released from Environment Canada and now available for public consultation. Please click here to view the electronic PDF copy. Once in force, these regulations will set standards for the discharge from all wastewater facilities in Canada. Over time, (more than 4,000 Canadian) wastewater facilities across the country will have to meet these national standards. It will no longer be permitted to directly release raw sewage into our waterways.

These finalized regulations will be a key component in implementing the Canada-wide Strategy for the Management of Municipal Wastewater that was endorsed by the Canadian Council of Minister of the Environment (CCME) in 2009.

The purpose of this event is to test the knowledge and skill of each Operations and Maintenance (O&M) team to respond to separate and simultaneous "Moisture Reset" failure conditions for a submersible pump and a submersible mixer. The teams shall be tested on their knowledge of safety regulations, mechanical ability to service and repair the units, planning ability and teamwork.

Anaerobic Digestion/Solids Dewatering Process Control Workshop

This Process Control Workshop is to be held at the Lincoln Center (905 W.9th st.) of Peninsula College in Port Angeles, Washington on April 8th  – 9th, 2010.  Class hours will be from 8 am to 5 pm, Thursday and Friday.

The purpose of this workshop is to provide wastewater treatment process control and laboratory training through classroom instruction and hands-on experience with the principles of the anaerobic digestion, solids dewatering, and thickening processes, Students will perform jar testing, Volatile Acids / Alkalinity testing and troubleshooting of the anaerobic digestion process. Students will become well-versed in the anaerobic microbiology, process control variables, new options in process control, defining the elements of effective digestion, explaining the causes of digester foaming, methods of digester testing,  interpreting lab results, troubleshooting the thickening and dewatering process, and more.

Activated Sludge Process Control Workshop

This Process Control Workshop is to be held at Peninsula College in Port Angeles, Washington on April 6th - 7th, 2010. Class hours will be 8am to 5pm, Tuesday through Wednesday.

The purpose of this workshop is to provide wastewater treatment process control through classroom instruction and hands-on experience with the principles of activated sludge process, process control techniques, monitoring equipment, and troubleshooting of the wastewater treatment process, biological nutrient removal, and selectors. Students will become proficient in interpreting lab results, troubleshooting  the treatment process, predicting plant loading and the effects of changing WAS and RAS rates, identifying the role of microorganisms in the treatment process, and more.

CANADIAN WATER AND WASTEWATER ASSOCIATION: Report of CWWA Activities – 2009 Summary

2009 was both a busy year for CWWA with many operational and other successes, but one also of frustration given that CWWA's principal task is to monitor and comment on the activities of the Federal Government and national organizations.

The continuance of a minority government and a desire on the part of the government to centralize decision-making in the Prime Minister’s Office led to a number of frustrations as draft legislation was slowed and then (as of December 31, 2009) died on the Order Paper when Parliament was prorogued until March, 2010.

 Ministry of Community & Rural Development – Request for Qualifications (RFQ): Integrated Resource Recovery

The Ministry of Community and Rural Development has identified a List of Qualified Suppliers. These Suppliers provide services related to Integrated Resource Recovery (Resources from Waste). On November 30, the Ministry reissued its Request for Qualifications in order to expand this list.

The Ministry will be maintaining the List, which will be made available to Local Governments and to Provincial Agencies interested in pursuing related projects. This opportunity may be of interest to Consultants who work in related service areas, such as water reuse, energy and nutrient recovery from wastewater, project management, and Triple Bottom Line analysis.

BC MOE: Municipal Sewage Regulation Review

The Ministry of Environment’s proposed objectives for the Municipal Sewage Regulation review and the proposed revisions to the regulation are provided in a policy intentions paper out now for consultation. A response form to seek responses and comments from stakeholders and the public is provided on this website - www.env.gov.bc.ca/epd/codes/msr/mun_sew_reg.htm.

BCWWA has formed an ad hoc committee to review and respond to the proposed amendments to the BC Municipal Sewage Regulation. Any members wishing to provide their input to the BCWWA Committee should contact David Icharia at 604-630-0093 or

Nominations for AWWA President-Elect Candidate

It is time once again for sections to begin thinking about nominations for the office of AWWA President-Elect.  Nominations must be postmarked, faxed, or e-mailed no later than April 1, 2010.

Eligibility for the office of Present-Elect remains the same as that currently written in Bylaws Article V, Section 5.09, as follows:

"All candidates for the office of President-Elect shall signify a willingness to accept office, and shall be members of the Association who will have served on the Board of Directors for at least one year at the time they take office."

Update to Health Link File #56 — A Message from the Ministry of Healthy Living & Sport

As you may have become recently aware, Health Link File #56 which provides messaging on drinking water and those with weakened immune systems has been updated. This can be found on the BC HealthLink website at: www.healthlinkbc.ca/healthfiles/hfile56.stm.

Those with compromised immune systems, such as some people with HIV, or undergoing certain types of cancer treatment, may be at higher risk of water-borne infections. These guidelines provide advice on precautions that those at risk should be taking with drinking water to avoid risk of water borne diseases associated with bacteria, virus or parasites.

Whistler District Energy System Receives ACEC Award of Excellence

Kerr Wood Leidal Associates Ltd. (KWL) and DEC Design Mechanical Consultants Ltd. (DEC) received an Award of Excellence for the Whistler Athletes’ Village District Energy-Sharing System at the Association of Canadian Engineering Companies’ (ACEC) awards gala on November 3, 2009.

KWL was retained as the prime consultant in partnership with DEC to design a district energy-sharing system (DESS) to address the energy needs of the Whistler Athletes’ Village both during the 2010 Olympic and Paralympic Games and post-games when the site is converted to residential housing.

The Canada-wide Strategy for Municipal Wastewater Effluent articulates the collective agreement reached by the 14 ministers of the environment in Canada to ensure that wastewater facility owners will have regulatory clarity in managing municipal wastewater effluent under a harmonized framework that is protective of human health and the environment.

the trend to water re-use grows, water treatment standards
tighten, membrane filtration is acknowledged as a
particularly effective process to attain high levels of water
purity. This treatment method will be more important as
resource limitations lead to more water re-use and more
stringent regulatory requirements.
